The institution regulating the telecommunication sector in Georgia, the Georgian National Communications Commission (GNCC), aiming to promote competition in this sector, issued a resolution regarding regulation of the number portability service "Resolution No 3: Regulation on Number portability" on 6 June 2010.

GNCC announced an international tender for implementation of the NP solution on 30 July 2010. In accordance with the requirements of the Georgian National regulator, number portability in mobile communication networks had to be ensured first, and later extended to fixed communication networks. Mediafon and 2 other international companies took part in this competition.

On 1 October 2010, GNCC chose the number portability solution with the central database offered by Mediafon.

The number portability service was implemented in mobile communication networks on 15 February 2011 and Georgian mobile communication subscribers received the possibility to change their service provider retaining the telephone number they have. According to the data of the Georgian National Communications Commission, over 107 thousand mobile communication subscribers used this service during 12 months of provision of the NP service.

Implementation of the number portability service in Georgian mobile communication networks entered history as the number portability solution that was implemented in the smoothest and quickest manner ever. The technical number portability solution was implemented in Georgian mobile communication networks within 4 months; as of now, it is one of the most quickly implemented solutions in the whole history of implementations.

Such a smooth and quick implementation of the number portability solution became possible not only because of the high qualification of the employees of Mediafon and partners and the modern number portability solution applied but also because of thorough legal knowledge, experience in the implementation of the service and processes as well as deep understanding of the issues encountered by operators.

The number portability service was implemented in Georgian fixed communication networks and became available to the subscribers of VoIP, CDMA and PSTN networks on 1 December 2011.
